David Gragan is a distinguished public sector executive and procurement leader with extensive experience in government, business, and nonprofit leadership. Throughout his career, he has led procurement modernization initiatives, developed strategic sourcing programs, and advised organizations on operational excellence, public policy, and organizational transformation.

David currently serves as Chief Procurement Officer for the City of Palm Bay, Florida. Previously, he held chief procurement leadership positions with the City of Washington, D.C., the States of Texas and Indiana, and the Consumer Financial Protection Bureau. In the private sector, he worked with Oracle, Accenture, and CGI, where he partnered with state and local governments to modernize procurement systems and improve operational performance. He has also served on numerous governing boards, including as Chair of the National Association of State Procurement Officials (NASPO) and the Universal Public Procurement Certification Council.

As a Senior Advisor to Luceque Global, LLC, David provides strategic guidance on public sector engagement, procurement, organizational leadership, and business development. His extensive experience across government and industry helps strengthen Luceque’s strategic partnerships and supports the company’s mission of connecting innovative products and technologies with opportunities in the global marketplace. David is a Fellow of the National Academy of Public Administration and the National Contract Management Association. He is a graduate of the University of Southern California and the United States Air Force Academy and served as an officer in the United States Marine Corps.
