Executive Vice President Business Development
Fred P. McLuckie is a government relations and business development executive with extensive experience in transportation, infrastructure, labor-management relations, and public policy advocacy. Throughout his career, he has advised organizations on legislative strategy, regulatory affairs, and business development while building strong relationships across government, industry, and the private sector.
Before founding McLuckie Partners, LLC, Fred served as Director of the Department of Legislation and Regulation for the International Brotherhood of Teamsters (IBT), where he oversaw the union’s legislative, regulatory, and lobbying initiatives at the national level. Prior to joining the IBT, he worked in the Pennsylvania State Senate before moving to Washington, D.C., where he spent 18 years serving as Chief of Staff to a Member of Congress and as a professional staff member for the U.S. House Subcommittee on Labor Standards, Health and Safety. He was also twice elected to the Pennsylvania Democratic State Committee and served as President of the National Democratic Club.
As Vice President of Business Development at Luceque Global, LLC, Fred leverages his extensive government experience, policy expertise, and broad professional network to help organizations expand into new markets, build strategic partnerships, and navigate complex public- and private-sector opportunities. His decades of leadership in government affairs and business strategy provide clients with valuable insight into market development and long-term growth. Fred earned his Bachelor of Arts degree from the University of Pittsburgh.
